NOTICE OF BOARD MEETING LOCATION CHANGE
 
O.R.C. 3313.16 AND 121.22
 
In accordance with the Ohio Revised Code, notice is hereby given that the Northwest Local Board of Education is changing the location to in person for the community on the following meetings: March 22 thru June 28, 2021.
Due to the revised Director’s Order dated March 2, 2021, paragraph 1 limiting gathering of 10 people no longer applies “to governmental meetings, which includes meetings that are required to be open to the public pursuant to R.C. 121.22.” This District will follow the 25% capacity rule for indoor activities, including Board meetings. All attendees shall comply with health orders, including those regarding social distancing and face masks. With these recent revisions to health orders, Board meetings will no longer stream live via Facebook and all Community Comments will be in person. If more people want to participate during the Community Comments portion of the meeting than the 25% capacity allows for, community members may rotate in and present their comments to the Board during that dedicated time of the meeting.
The Northwest Board of Education regular meetings can be seen LIVE on Spectrum Channel 4, Fioptics Channel 854 and online at www.waycross.tv/northwest. The meeting will be replayed at its regular times on Spectrum Channel 8, Fioptics Channel 853 and online via video on demand at www.waycross.tv/northwest.

DIRECTOR’S ORDER
 
Re: First Amended Revised Order to Limit and/or Prohibit Mass Gatherings in the State of Ohio, with Exceptions
 
I, Stephanie McCloud, Director of the Ohio Department of Health (ODH), pursuant to the authority granted to me in R.C. 3701.13 to “make special orders…for preventing the spread of contagious or infectious diseases” Order the following to prevent the spread of COVID-19 in the State of Ohio:
 
  1. All public and private gatherings of greater than 10 people occurring outside a single residence and the real estate on which it is located, or an apartment, condominium, or dormitory living unit are prohibited.
  2. Paragraph 1 does not apply to wedding ceremonies and funeral observances.
  3. Wedding receptions, funeral repasts, proms, and other events, whether or not food is served, at banquet facilities shall comply with the Director’s Order for Facial Coverings throughout the State of Ohio, signed July 23, 2020, the Director’s Third Amended Order that Reopens Restaurants, Bars, Banquet and Catering Facilities and Services to Dine-in Service, with Exceptions, signed September 23, 2020 and the Addendum to Director’s Third Amended Order that Reopens Restaurants, Bars, Banquet and Catering Facilities and Services to Dine-in Service, with Exceptions, signed February 11, 2021. Events at banquet centers no longer have a 300 person limitation, so long as they comply with the Orders identified in this section.
  4. Paragraph 1 does not apply to religious observances.
  5.    Paragraph 1 does not apply to First Amendment protected speech, including petition or referendum circulators and any  activity  by  the  Media,  which  includes newspapers, television, radio, other media services, and to governmental meetings, which includes meetings that are required to be open to the public pursuant to R.C. 121.22.
  6. Paragraph 1 does not apply to gatherings otherwise permitted by Orders of the Director ofHealth.
  7. Pool tables, pinball machines, dart boards, juke boxes, video games, arcade games and other coin operated machines are still permitted to be open pursuant to the guidelines set forth and references in the Director’s Amended Order that Reopens Restaurants, Bars, Banquet and Catering Facilities and Services, with Exceptions, signed June5, 2020.
  8. This Order shall be effective at 12:01 p.m. on March 2, 2021 and remains in full force and effect until the Director of the Ohio Department of Health rescinds or modifies this Order.


Accordingly, I hereby ORDER that all public and private gatherings of greater than 10 people occurring outside a single residence and the real estate on which it is located, or an apartment, condominium, or dormitory living unit are prohibited, with exceptions. This Order shall remain in full force and effect until the Director of the Ohio Department of Health rescinds or modifies this Order. To the extent any public official enforcing this Order has questions regarding the effect of this Order, the Director of Health hereby delegates to local health departments the authority to answer questions in writing and consistent with this Order.

Health Orders Regarding Mass Gatherings, Sports, Entertainment Venues Signed
March 02, 2021

(COLUMBUS, Ohio)—Ohio Governor Mike DeWine today announced that Ohio Department of Health Director Stephanie McCloud signed the following public health orders:
First Amended Revised Order to Limit and/or Prohibit Mass Gatherings in the State of Ohio, with Exceptions. Changes include:
 
  • Wedding receptions, funeral repasts, proms, and other events, whether or not food is served, at banquet facilities shall comply with previously signed health orders, including those regarding restaurants and facial coverings.
  • Events at banquet centers no longer have a 300-person limitation, so long as they comply with other health orders.
 
 Addenda to Director’s Second Amended Order that Provides Mandatory Requirements for Youth, Collegiate, Amateur, Club, and Professional Sports and Provides Mandatory Requirements for Entertainment Venues. Changes include:
 
  • The maximum number of spectators in any indoor sports venue shall be 25% of fixed, seated capacity.
  • The maximum number of spectators permitted in any outdoor sports venue shall be 30% of fixed, seated capacity.
  • The maximum number of patrons permitted in any indoor entertainment venue shall be 25% of fixed, seated capacity.
  • The maximum number of patrons gathered in any outdoor entertainment venue shall be 30% fixed, seated capacity.

 
Both orders are effective beginning 12:01 p.m. on March 2, 2021.
