NWLSD'S Board Approved

Master Facility Plan 



The following plan was approved by the Board of Education to be submitted to the Ohio Facilities Construction Commission. Pathways to funding this plan have not been decided or determined by the Board of Education. This plan has only been put on file in accordance with OFCC requirements.


On Monday, February 26, 2024, Northwest Local School District’s Board of Education approved the district's updated Master Facility Plan to be submitted to the Ohio Facilities Construction Commission. The approved plan was created by members of the District's Community Advisory Committee, was based around the facility survey results that were submitted by the community-at-large and discussed at work sessions with the Board of Education. The Advisory Committee was composed of NWLSD staff, parents and community members. 
 
The Approved Master Facilities Plan:  
 
  • Build a New Colerain Elementary/Preschool at the current Houston Early Learning site.
  • Build a New High School - combining both high schools at the current Colerain High School site.
  • Build a New Colerain Middle School on the current Colerain Elementary School site.
  • Build a New Pleasant Run Middle School on the current Northwest High School site.

Building a New Colerain Elementary/Preschool 
Building a new Colerain Elementary School on the Houston Early Learning Center (HELC) site offers consolidation benefits. By incorporating HELC's space into the new elementary building, it optimizes resources and creates efficiency. 
 
Building a New Combined/Consolidated High School
Building a new central high school by consolidating Colerain and Northwest High Schools maintains a focus on financial responsibility and offers significant advantages. It also increases student opportunities by providing uniform offerings and resources to all students. With a capacity for 2,500 students across multiple stories, it ensures ample space for education including career tech programs. Facilities like a large gym, auxiliary gym, and a 1000-seat auditorium enhance extracurricular and academic experiences. Phased construction will allow for minimal disruption, with the possibility of maintaining essential services and programs during the process. Additionally we believe that this will improve traffic flow on-site and increase parking options. At previous Board Work Sessions there has been discussion around high school busing, however that would require additional funding. No decision has been made around busing at this time. Future engagement opportunities will allow collaboration around the merger of the two high schools. 
 
New Colerain Middle School 
Building a new Colerain Middle School on the current Colerain Elementary site offers several advantages. Firstly, it would improve morning and afternoon traffic flow during arrival and dismissal. Secondly, CMS would be able to maintain its athletics facilities during the construction period- ensuring continuity for sports programs. Additionally, consolidating two middle schools (Colerain and White Oak Middle) into one larger building promotes efficiency in operations. This relocation optimizes space and infrastructure, potentially reducing costs while providing a unified and streamlined educational experience for students and staff.
 
Building a New Pleasant Run Middle on NWHS Site 
Building a new Pleasant Run Middle School on the Northwest High School site, with the demolition of NWHS, presents numerous advantages. It significantly enhances traffic flow on-site. The site allows for ample parking, alleviating congestion during school events, in comparison to the current PRMS location. Furthermore, it enables the use of the athletics facilities that are currently on the NWHS campus. There is a plan to renovate the NWHS Career Center Building to expand alternative programming for the district.
